It can be purchased from Miah during the Fall Festival or on Halloween Island from Cyrus.

The Ghost Costume used to be an alpha-backer only item. It was featured in the game from October 27th, 2018 to December 2nd, 2018, and was one of the first three Halloween-themed clothing items obtainable from Cyrus for 10x 
after the initial release of Halloween Island. It was not available again until the Halloween update that introduced Miah.
